substance abuse policy
Purpose
Carrier Connect is committed to maintaining a safe, healthy, and productive work environment for all employees, contractors, and stakeholders. This Substance Abuse Policy prohibits the unlawful use, possession, distribution, or being under the influence of alcohol, illegal drugs, controlled substances, or misuse of prescription medications while on company property, during work hours, or while performing company duties. Our goal is to promote safety, compliance with applicable laws, and support for employees seeking assistance with substance-related issues. This policy aligns with federal, state, and local regulations, including the Drug-Free Workplace Act of 1988.
Scope
This policy applies to all Carrier Connect employees, including full-time, part-time, temporary, and contract workers; officers; and directors. It covers all company facilities, vehicles, equipment, and work-related activities, including travel, training, and off-site events. Suppliers, vendors, and business partners are expected to adhere to similar standards when working with Carrier Connect.
Prohibited Conduct
The following activities are strictly prohibited:
Possession, use, sale, distribution, or manufacture of illegal drugs, controlled substances, or alcohol on company premises or during work time.
Being under the influence of alcohol, illegal drugs, or misused prescription medications while performing job duties or operating company vehicles/equipment.
Misuse of prescription or over-the-counter medications that impair job performance or safety.
Reporting to work or a worksite under the influence of any prohibited substance.
Refusal to submit to a reasonable suspicion test, post-accident test, or follow-up test as required.
Violations may result in disciplinary action, up to and including immediate termination, and may be reported to law enforcement if illegal activity is suspected.
Testing Procedures
Carrier Connect reserves the right to conduct substance abuse testing under the following circumstances:
Pre-Employment: All offers of employment are contingent on passing a drug and alcohol screening.
Reasonable Suspicion: Testing based on observed behavior, physical symptoms, or reports indicating impairment.
Post-Accident: Immediate testing following a workplace accident or near-miss involving potential safety risks.
Random Testing: Unannounced testing for safety-sensitive positions, such as drivers and operators, in compliance with DOT regulations where applicable.
Follow-Up Testing: Scheduled testing for employees returning to work after a positive test or participation in a rehabilitation program.
Testing will be conducted by a certified third-party provider, ensuring confidentiality and compliance with privacy laws. Employees will be notified in advance where possible and provided with a copy of test results. A positive test may be confirmed through a Medical Review Officer (MRO) review.
Confidentiality and Privacy
All testing records, results, and related communications will be treated as confidential medical information, accessible only on a need-to-know basis. Carrier Connect complies with HIPAA and other applicable privacy regulations. Employees have the right to review and challenge test results.
Employee Assistance and Support
Carrier Connect supports employees struggling with substance abuse through our Employee Assistance Program (EAP), which provides confidential counseling, referrals to treatment programs, and resources for recovery. Participation in the EAP is encouraged and may be required as part of rehabilitation efforts. Seeking help voluntarily will not result in disciplinary action, provided it does not involve a violation of this policy.

Consequences of Violations
Disciplinary actions will be determined based on the severity of the violation and may include:
Verbal or written warning for first-time minor infractions.
Mandatory EAP participation and suspension for confirmed positive tests.
Termination for repeated violations, refusal to test, or impairment causing safety risks.
All decisions will be made in consultation with HR and may involve progressive discipline. Criminal activity will be reported to authorities.
Training and Awareness
Carrier Connect provides annual training on this policy, recognizing signs of substance abuse, and available resources. New hires receive orientation on these topics. Supervisors are trained to identify reasonable suspicion and handle situations appropriately.
Policy Review and Compliance
This policy will be reviewed annually or as needed to ensure alignment with legal requirements. All employees must acknowledge receipt and understanding of this policy upon hire and annually thereafter. Questions or concerns should be directed to Human Resources.
